This Policy defines goods, services, digital content, and activities that are absolutely prohibited, conditionally restricted, or subject to mandatory licensing on the XB2BX global marketplace. It applies to all Sellers, Buyers, and third parties operating across 180+ countries. Violation of this Policy carries immediate enforcement consequences up to and including permanent platform exclusion, fund forfeiture, and referral to law enforcement.

Policy Overview & Scope

Policy

This Global Prohibited Items & Restricted Goods Policy ("Policy") is issued by XB2BX LTD, registered in England and Wales, and applies to all users of the XB2BX platform — including Sellers, Buyers, agents, intermediaries, and any third party accessing xb2bx.com or its APIs.

This Policy operates as a component of both the Global Seller Agreement and Global Buyer Agreement. Acceptance of either Agreement constitutes full acceptance of this Policy. This Policy is reviewed quarterly and updated in response to changes in international sanctions regimes, regulatory requirements, and trade law.

Jurisdictional Application

XB2BX applies the most restrictive applicable standard across all relevant jurisdictions. Where an item is legal in the Seller’s country but prohibited under the laws of any potential destination country, the item is treated as restricted for cross-border transactions. Users are solely responsible for verifying the legality of items in all relevant jurisdictions.

Human Exploitation & Trafficking

XB2BX has a zero-tolerance policy for any goods, services, or content that facilitates, profits from, or enables the exploitation of human beings. All such listings are immediately removed and reported to law enforcement, the National Crime Agency (UK), and relevant international authorities including UNODC.
Prohibited Categories
  • Human Trafficking Services: Any service facilitating the transport, harbouring, recruitment, or control of persons through force, fraud, or coercion for any purpose including labour or sexual exploitation.
  • Forced Labour Products: Goods manufactured using forced labour, prison labour, or under conditions constituting modern slavery as defined under the UK Modern Slavery Act 2015 and equivalent international standards.
  • Debt Bondage Services: Financial products or services designed to trap individuals in debt bondage or indenture arrangements.
  • Organ Trade: The sale, brokerage, or procurement of human organs, tissues, or bodily fluids for commercial purposes outside of regulated medical institutions.
  • Deceptive Recruitment: Job listings or service offers that constitute fraudulent recruitment for the purpose of trafficking or exploitation.

Child Safety & Exploitation Material

This is a non-negotiable, zero-exception absolute prohibition. Any content, goods, or services that sexually exploit, endanger, or harm children will be immediately removed, accounts permanently banned, and all details reported to the National Center for Missing & Exploited Children (NCMEC), Internet Watch Foundation (IWF), and relevant national law enforcement authorities without prior notice.

  • Grooming aids, scripts, or guides targeting minors.
  • Content designed to facilitate unsupervised access to children.
  • Products or services marketed to minors that contain explicit, adult, or dangerous content.
  • Any goods, collectibles, or digital content that sexualises minors even in fictional or illustrative form.
Mandatory Reporting Obligation

XB2BX operates automated and human-reviewed detection systems for CSAM. Detection triggers immediate: (1) content removal; (2) account termination; (3) preservation and submission of all relevant account data, communications, and transaction history to law enforcement; (4) reporting to NCMEC CyberTipline, IWF, and INTERPOL. XB2BX will fully cooperate with all subsequent investigations.

XB2BX operates a real-time sanctions screening programme covering all Sellers, Buyers, and transactions. Screening is performed against all major sanctions lists at the point of registration, listing, and each transaction.

  • Conflict Minerals (3TG): Tin, tantalum, tungsten, and gold sourced from conflict-affected areas without conflict-free certification (OECD Due Diligence Guidance compliance required).
  • Embargoed Goods: Any goods subject to UN, EU, UK, or US trade embargoes regardless of the Seller’s or Buyer’s location.

Pharmaceuticals & Medical Devices

Most pharmaceutical products require pre-approval from XB2BX’s Compliance Team before listing. Unlicensed pharmaceutical sales are an absolute prohibition. Counterfeit medicines are treated as Category 1 (Absolute Prohibition).

Wildlife, Protected Species & CITES

XB2BX is a signatory to the Coalition to End Wildlife Trafficking Online and applies the CITES (Convention on International Trade in Endangered Species) framework to all wildlife-related listings.

  • Live specimens or products derived from CITES Appendix I species including elephants (ivory), tigers, rhinos (horn), gorillas, chimpanzees, and all critically endangered species.
  • Shark fins, bear bile products, pangolin scales, and other wildlife products from species listed under any CITES Appendix I or II schedule.
  • Birds of prey, parrots, and other wild-caught protected species without CITES documentation.
Conditionally Permitted — CITES Appendix II/III

Trade in CITES Appendix II and III species may be permitted where the Seller can provide: (i) valid CITES export permit issued by national management authority; (ii) proof of captive breeding or legal acquisition; and (iii) compliance with destination country import requirements. All documentation must be submitted to compliance@xb2bx.com before listing.

Hazardous Materials & Dangerous Goods

All hazardous materials must comply with UN Model Regulations, IATA Dangerous Goods Regulations (DGR), IMDG Code (maritime), and ADR/RID (road/rail). Improper classification or misdeclaration of dangerous goods is a criminal offence in most jurisdictions.

  • Counterfeit Currency: Reproduction or imitation of any national currency, bearer instrument, or monetary instrument.
  • Money Laundering Vehicles: Products or services structured to facilitate money laundering, terrorist financing, or tax evasion.
  • Unregistered Cryptocurrency Exchange Services: Crypto-to-fiat exchange services not registered with the relevant AML/CFT authority (FCA in UK, FinCEN in US, etc.).

  • Deepfake & Synthetic Fraud Tools: AI tools specifically designed to create fraudulent identity documents, impersonation content, or non-consensual intimate imagery.

  • Spam & Phishing Infrastructure: Email lists acquired without consent, phishing kits, spoofing tools, or bulk messaging services for unsolicited marketing.
Conditionally Permitted — Cybersecurity Tools

Legitimate penetration testing software, vulnerability scanners, network auditing tools, and cybersecurity research tools may be listed by verified cybersecurity professionals and organisations. Appeals Process

For Category 2 and Category 3 enforcement actions, affected users may submit a formal appeal within the timeframes specified above. Appeals must be submitted to appeals@xb2bx.com with: (i) account details and listing reference; (ii) clear grounds for appeal; (iii) all supporting documentation including licences, certificates, and regulatory approvals.

Appeals are reviewed by a senior compliance officer not involved in the original enforcement decision. Written determination is provided within 10 business days. XB2BX’s appeal determination is final for Category 2 actions. Category 3 determinations may be further escalated to the LCIA arbitration process under the applicable Seller or Buyer Agreement.

XB2BX reserves the right to update this Policy at any time in response to changes in international law, sanctions, and regulatory requirements. Users will be notified of material changes with 30 days’ notice where operationally practicable.
